GitHub announced general availability of enterprise GitHub App installations with expanded governance, security, and administration API permissions. More enterprise workflows can use an application identity instead of an individual’s classic personal access token. GitHub official announcement
Automation tied to an employee token can fail when the person leaves or changes roles. Migrating to an app is an opportunity to assign ownership and permissions to the workload.

Separate the identity of the work from an employee account
Automation using a personal PAT depends on the employee’s account status and permissions. Role changes or account cleanup can unexpectedly stop a long-running workflow. An application identity provides a basis for managing the work separately from a person’s everyday account. It still needs an accountable owner; removing personal-account dependence does not remove operational responsibility.
Enterprise-setting automation can have a broader effect than ordinary repository reading. Inventory API calls and distinguish inspection from policy changes. Match each operation to the required application permission and installation scope rather than granting a broad permission set based on similar names. Migration can then become a review of authority as well as a replacement of credentials.
Authentication success does not prove workflow compatibility
A successful app authentication does not establish access to every API used by the former script. REST, GraphQL, and organization- or enterprise-level operations can have different coverage and permission requirements. Check response completeness and the exact target of write operations, rather than validating only that the request returned a successful status.
Assign responsibility for storage and rotation of the app’s credentials and keys. An application identity does not help if its secrets are committed to source or if unrelated jobs share excessive authority. Separating read-only inventory from policy-changing workflows clarifies both the required permission set and the scope that can be disabled during an incident.
Begin migration with a comparable read-only workflow
For a scheduled enterprise-settings inventory, compare the PAT and app paths using the same inputs. Move the production reader after confirming equivalent results under the intended permissions. Do not run policy-changing jobs in parallel without a specific test design, because that can duplicate changes. Use separate test targets and approval for those operations.
After the move, inspect the old token’s last use and remaining consumers before setting its revocation point. Document who investigates failures involving app settings, keys, and API changes. Organizations running GitHub Enterprise Server must confirm coverage for their actual server release rather than inferring it from a cloud general-availability announcement.
Inventory before replacing credentials
- Record the REST and GraphQL operations used by each workflow.
- Limit app permissions and installation scope to the required enterprise or organizations.
- Validate new credentials before scheduling retirement of existing tokens.
Migrate by workflow rather than deleting personal tokens in one pass. Establish ownership so a failed automation task has a clear responder.
